Customs, Duties, and Documentation: What Exporters Need to Know When Shipping to Hong Kong

Hong Kong imposes no customs duties on imported goods, including used mobile devices. This is one of the key reasons it functions as the world's primary hub for used electronics trading. There is no import tariff to calculate, no duty to pay on the receiving end, and no complex import licensing requirement for standard used consumer electronics.

What Exporters Must Prepare

While Hong Kong's import process is straightforward, the export process from your country of origin requires proper documentation. Missing or incorrect paperwork is the most common cause of customs delays and freight holds.

Commercial Invoice — A detailed invoice listing the goods, quantities, declared values, and both parties' details. The declared value must be accurate — under-declaration is a customs offence in most jurisdictions.

Packing List — A line-by-line breakdown of what is in each box or pallet: model, quantity, weight, dimensions.

Airway Bill or Bill of Lading — The transport document issued by your freight carrier. Keep a copy.

Export Declaration — Required in most EU and North American jurisdictions for commercial exports above a certain value threshold. Your freight forwarder can handle this.

WEEE and Battery Regulations

Used mobile devices are classified as WEEE (Waste Electrical and Electronic Equipment) in the EU. Exporting WEEE requires compliance with the Basel Convention and relevant national regulations. Work with a freight forwarder experienced in electronics exports to ensure compliance.
